Unidentified uploading and downloading

I have vista x64 and recently I noticed this happening on my sidebar:

I have no idea why, but I am downloading and uploading like crazy with pretty much no apps running. I start the computer and off it goes.

I have done scans with AVG, Spybot, and Ad-Aware thinking that it is some malicious program phoning home, but I have not found anything except a few cookies when I scan.

Literally nothing is running, I have no Idea what it is.

Anybody have any idea? Thanks in advance.
