HELP!! error code 8100030d with new live messenger 9

Hi guys i hope im in the right part but i getting a major problem in the new msn live messenger 9 that just been released. i downloaded it and it was fine for a while but all of a sudden i got singed out of msn and now when i go to sign back in all i get is windows live messenger cant sign you as the service is unavailable. which i checked the framework and it was ok. but i also get this error code 8100030d. now ive tried deleting my cache and reinstalled it but no luck. As soon as i roll back to windows 8.5 its ok. i really dont get it and its bugging me. Is there anything i can do or you can do to help me out thanks very much fokes.
