No, simply because a cd cannot hold the data a dvd can due to its limited capacity.
CDs store upto 700mb, while single layered dvds can hold upto 4.7gb, dual layers can hold 8.5gb, too much data for a cd.

Actually yes you can, but this won't work with all PS2 DVD

Mostly the lower TOC DVD games.

Check out alucard.cc/forums, there are ripkits available and tutorials.

You will most likely need CMP 1.1 (console media patcher), which is in the downloads section.
