Desktop wallpaper won't center

Over the past day the wallpaper on my desktop won't center, regardless of dimension. It leaves a 1.5 inch or 2 inch thick line across the top of my screen that is the default windows background that I can change. There is no line across the bottom, and wallpapers even get cut off. Any ideas would be appreciated. Screen cap so you know what I'm talking about. I changed the background to white so you can see it better.
