PC restarts on bootup, please help!

my pc restarts every time i start it up. it will restart between 1 and 15 seconds after i start it up.

i am not sure if the motherboard is fried - i can get into bios, but it will not stay on long enough to change any of the settings. also somewhere in the computer is a clicking noise, it sounds a bit like something trying to happen but failing. there is a beep too though, which sounds like its coming from the mobo. i know it is not the hard drive because i tried another one and it did the same thing. i have also tried all combinations of ram in both slots and still the restarting occurs. i also switched to an older cpu to see if that was the problem and my pc turned on but it was completely black and nothing happened onscreen. im also ruling out video card because i can get into bios.

here are my specs:
elitegroup motherboard k8m890m-m
amd 3.1 dual-core socket 2
nvidia g force 8800 gts 320 mb ddr 3
2 gig ddr ram (kingston)
dvd writer
80 gig hd

i dont have money for someone to take a look at it, so im trying to fix it myself. is there some way to be positive it is the motherboard to i can just replace it and be done with it? any help would be greatly appreciated. thank you.

Check if any of the upright cyclindrical capacitors on the motherboard are blown, they will be domed upwards if so, the little cross etched into the top of them helps you to notice that

ya 1 or 2 are slighty circular - not like significantly curved but it is noticeable - is it safe to say i need a new mobo? ty 4 yr help - i typed this using wii internet heh

they can be replaced as i've done it a fair number of times both for motherboards & psu but i have the training & experience for doing that. is that board still under warranty?

no its not under warranty - is it possible a pc repair place or frys would fix it ? or is a replacement mobo my cheapest option? thanks for your help-

most computer stores don't work down to that level but phone around & see what they would charge & see what a new motherboard would cost. i normally charge $20Can to my customers when doing that type of work if it posts alright. any of your friends good at electronic soldering?
