Need help with internet explorer problem

My friend just updated her internet explorer to version 8 and it has done something to her pc. She cannot open internet explorer now, whenever she tries to open it up it comes up for a couple of seconds then disappears. Her internet is still running in the background because she can still update her antispyware programs etc but she cannot get into any websites without her internet explorer page. She has tried to do a system restore back to before she updated to internet explorer 8 but she still cannot get the page to come up. When she looks in her control panel in add and remove programs it says she has the previous internet explorer 7 and no mention of the new 8 so she thinks the restore worked. She was hoping to fix the problem without having to reinstall windows again so if anyone can offer any suggestions it'd be much appreciated, thanks.
