That card uses 207W, there is no way a 400W power supply could power two of them.

Not sure where you read 207W Killer, that card only uses 40W at best, maybe 45-50 in a stress test. A 400W Corsair CX will power two of them with ease.
That's very low grade memory and a rather weak motherboard there, I would use:

http://www.lambda-tek.com/componentshop/index.pl?prodID=B94175

The CPU is good.

Actually, I've been a complete tool, no it can't.
You will need a board like this one to do that:
http://www.lambda-tek.com/componentshop/...el1_uid=0&go=go

As you can see, decent Crossfire boards are not cheap.
You might want to consider changing the pair out for a single faster card. One of these will be at least as fast as two of your current card, and will work in the cheaper motherboard:

Not really, I don't think they're cross-compatible. In any case, you should really have a more powerful PSU if you'd be using that card and the 4670.

You can use them together, but to use crossfire and gain the performance in games they need to be the same series I believe, i.e. 4830,4850,4870,4890,4850x2,4870x2 can go together and 4650,4670 can go together.

The 4850 is fine on its own with the 400W, and two 4670s are fine, but a 4850 and 4670 would be pushing it. It'd work, but I'd sooner you have a 450W.

For two 4670s the PSU is fine.
