Fairuse wizard / could not load codec settings error msg

HI, this problem has creeped back up on me on my new Inspiron 1525 laptop:(

I've been using FairuseWizard succesfully for a yeseveral years now without any problems
In fact I use it on several other desktop machines with no problems.

For some reason , on this laptop, I keep getting "could not load codec settings" in all my coversions :(

Naturally, I was not sure if its due to the audio or video codec.
So I tried to remove all codecs from Device manager and in the registry.
I then downloaded and installed version 6.3 of the all in one codec pack from freecodecs.com

I have tried with an old 2.6 version, 2.8 and 2.9 portable, along with 2.9 trial freshly downloaded from the author site.

Problem persists!

Any ideas / utilities I can run to look for the missing/offending codec?
