my computer was working fine the other day, then the day after when i tried turning it on, the lights appeared like normal and it made that spinning sound but nothing happened, the monitor had no signal and the keyboard and mouse didn't have lights.

First thing first have you try resting the bios (open the side of the case and look for a battier looks like a large watch one ,remove it for 1-2mins why the power cable is unplugged)
try that then if that don't work we can try something else.

the reason i am asking is that on my system & on others but not all systems, after windows shuts down the computer, the light on the optical mouse is still on till i turn the powerbar off. if normally on but off now then might point to psu problem on the 5 volt side.

DDP's - Unless you are using the keyboard to start the system, you can swtich jumpers to stop this waist of power.

Dropped - If the bios reset does not work (TRY IT FIRST!), you might try removing & reinstalling your video card.
