Megui blue ray compress and fps problem

I just got done recoding a blueray using Ryu's high q profile. After muxing the video back in with the audio i noticed stuttering, after paying closer attention i noticed when i load the raw264 video into tsmuxer its telling me its 19fps. I double checked the avsynth script and says it did in fact encode at 23.976. If I adjust the fps in tsmuxer back to 23.976 i get horriblly out of sync audio. Which i suppose i could just fix by adjusting the delay. However my question is what could be causing tsmuxer to see the video as 19fps when megui says it encoded at 23.976?

I'm not sure whats causin this problem. Any help appreciated.

Loading the recoded file in Megui it also sees it at 19fps. What could be causing Megui to encode to 19fps when its being told to use 23.976?
