How does this build look? I'm planning on overclocking the processor (hopefully up to 3.8+) Do I need a better power supply? What do you guys think?

Samsung hard drives are total garbage. I recomend Seagate or Hitachi. MSI is also total garbage; Sapphire and gigabyte both make better cards in the same price range & specs.

An interesting, and also partly false claim. I will agree that the HD103UJ is garbage, but not all of them are. I would place Hitachi as far worse than Samsung in the grand scheme of things.
I have to ask, why the huge case and power supply with a budget bare basic graphics card? If you aren't building a gaming system you can use a much smaller case and PSU.

Yes, even with the CPU overclocked and the HD4870, your system should be drawing no more than about 400W, nowhere near 750.

what about two of the cards in crossfire?

Two of the cards in CF would still be fine with that PSU. It would get noisy but it would cope. I would not recommend any less than the 750 for two cards, but for one card the 650 will be fine.

i read online that its performance was better than the radeon card

It was replaced by the GTX285 and GTX275. It is better than the Radeons but costs much more, and isn't as good value. The GTX275 is the rival to the HD4890, slightly faster, slightly more expensive. Overall they're about equal. The GTX285 is only marginally faster and is ludicrously expensive, so I never recommend it.

Depends how cheap. You can buy an HD4870X2 for $380 which is nearly as fast in most games, and unlike the pair of 280s, won't require you to get a more powerful PSU.

WD and Seagate tend to offer the best reliability from my experience. WD tend to be the more sophisticated drives and Seagate the most reliable (except for the .12 series which were pretty poor), but both usually performed very well.
