Merging mpg limitations or a problem?

Am trying to join 2 mpg files. 1 is 54 minutes (590M)and the other is 45 minutes(470M) . The aspect and fps are identical. I have tried TMPGEnc, DVTools and Mpg AVI RM Joiner. My resulting file is approximately 1G but only 45 minutes long! What am I missing here? Is merging different than "joining"? Any help would be greatly appreciated

Encode them seperatley to MPEG2 then join them using TMPGEnc DVD Author...
