Creating and burning Video-DVDs as 'audio-only' discs

Given the fact the DVD-Audio discs have their high resolution stuff in a folder named 'AUDIO_TS' that is accessible by DVD-Audio players, and that regular DVD (Video) players are able to play these discs by reading audio data in the 'VIDEO_TS' folder. I am looking for an effective means of creating ?DVD-Audio? discs by authoring video VOB files with mainly 16bit/44.1KHz (or 48KHz) audio and ?dummy? or blank video data, and burning it as a Video-DVD. In other words, since I have a regular DVD-Video player and don?t intend to look for a DVD-A machine, I am thinking of creating a ?Video-DVD? as a sort of extended 'CD' for playing only audio, with hopefully longer playing times than CD. Assuming my explanation makes sense, any ideas and advice would be greatly appreciated.
