Iam with onetel and have a two hour cut off after every two hour the internet disconnects and reconnected striaght away but will emule connect to a server automatically and resume downloading the file.

As long as you have "Reconnect on Loss" checked in your preferences, you will reconnect to the server immediately upon reconnection. Your downloads should also resume, as long as emule is running, it will try to download your files :).
