It is possible I can create my own M3U file?

I am curious to know, for Audio CD's I create, is it possible for me to create an M3U file and burn it to the CD as well so that when I put it in my CD-Rom and play it with my media player (be it Windows Media Player, JukeBox, NeroMIX, etc...) it will list the song titles and artists as I've burnt them to the CD?

(ps..if so, what program is the best to use for such a task.)
