a toc disc is usualy an orignal ps2 game of large file size and is generaly used by people who boot dvdr backup games by action replay/gameshark which is cd based.
depending on your boot method you may not need to use a toc disc

You would also need the an original-toc-dvd when using the cdloader or dvdloader in which most people use the swap magic dvd.

A typical one that is often used to boot DVD-based PS2 games is Devil May Cry, which is what i use (I use a Game Shark Double-Swap Knife Method).

You can also use GTA3, which has one of the largest TOC's around.
