Are you certain you want to spend that much money??? I'm building a competition grade system for $6000 - CAD so Im thinking 7K+ USD might be a bit of overkill?

If you just want raw performance you should consider getting a vaporcooling case. Such as an nventive mach 2 or a vapochill xe. With this type of case you can overclock like crazy. Also get a motherboard thats overclocker freindly. Like a top epox, asus, or abit board.

For 7K, I would have thought phase cooling would have been standard?

For 7K I would hope one could do more than that :P A proper mod job is required on that kinda budget :)

OK people by the way am only 16....so whatever you have to say your gonna have to follow with step by step guides. i just naturally like amd but if somethings out there thats better i want it. i wanna show of to all me mates so a wicked case and a monitor is a must. Also It must not be outdone by my mates for atleast 2 years. LOL

i wasnt contesting P4 vs FX53 I was just noting, that for $7000 a P4EE or FX53 should be expected -- with that kinda budget we now have the leeway to deal with the more specific points of the matter.
Kamran:
No way in hell it will last 2 years. Maybe not even till the end of this year -- the BTX spec will see to that :P -- it will be competitive but certainly not outdoable.

If your going to go athlon fx, I would wait for the 939 pin. It's going to have dual on board memory controllers and it's not going to use registered memory which means better performance.
The current pin configuration is going to be abandoned in about a year.

Well if ur sure you want to spend that much:
PROC
AMD FX53-2.40Ghz ($930USD)
Your run of the mill gaming oriented 64bit proc. Lots of people will argue that 64bit hasnt yet come to the desktop genre but (a) why limit yourself (especially with this kinda budget), (b) there are lots of applications for 64bit capacity (math processing, video applications etc)
MOBO
ASUS K8VSE Deluxe ($125 USD)
A very nice motherboard indeed, complete with the legendary ASUS stability and capacity for OCing, this is an extremely qualified and capable motherboard. http://usa.asus.com/products/mb/socket754/k8vse-d/overview.htm
MEMORY
OCZ PC3500 2-3-2-6 1GB Kit ($330 USD)
Normally I'm a Corsair fan but there's not denying the latencies on the memory here. http://www.ocztechnology.com/products/memory/OCZ_PC-3500_ECC_Registered_Dual_Channel_DDR
HDD
2 x Western Digital Raptor WD740 (2 x $250 USD)
Either have one drive load your OS and the other load your games/images) or you can go for a more robust RAID setup making use of the multiple RAID controllers on the motherboard. http://www.westerndigital.com/en/products/Products.asp?DriveID=65
2 x Hitachi Deskstar 7K400 (2 x $400 USD)
A fairly decent price for nearly a terabyte of storage -- you'd be surpsied that, once you have that kinda storage, how quickly you use it up.http://www.hitachigst.com/hdd/desk/7k400.html -- so you might want more of these and with the budget you have in mind, shouldnt be an issue.
OPTICAL
ASUS 5232AS ($35 USD)
As a proud owner of the ASUS 5224A, I can attest to the performance and durability of these optical drives -- "amoung the best in the market" is one such way of describing them. Originally I would have reccomended the equivalent Litey (which is also a superb drive) but "those in the know" know that Liteys are targeted for copyprotection makers and so they have in a sense, fallen by the way.
Plextor PX712SA ($200 USD)
As much as I dont like Plextor for their proprietory activities back in the day, this drive does offer a crapload of performance -- in addition to being one of the few 2-sheep capable burners on the market. http://www.plextor.com/english/products/712SA.htm
VIDEO
eVGA GeForce6800 Ultra Extreme Edition (~$650 USD)
Speaks for itself. http://www.evga.com/articles/public.asp?AID=188
PSU
Thermaltake Polo112 410W ($70 USD)
Your run of the mill, reliable ~400W PSU, this one comes with a massive 120mm lit fan and can be fitted with a sound dampening kit if needbe. I suggest you visit http://www.xoxide.com/polo12.html instead of the Thermaltake website since the Ttake website is... uh... incoherent.
HSF
Thermaltake DIY Tower112 ($50 USD)
You can either rig this up with the Venus12 heavy duty fans if you want your computer to have a "I'm powerful, I know it and I'm gonna let you know it to" kinda attitude or you can set them up with Silentboost fans for the "I'm powerful but sleek also" attitude. The above prove is spec'd for a single SilentBoost fan. http://www.thermaltake.com/coolers/comboCool/cl-p0024tower112/cl-p0024tower112.htm
Now if you want the more exotic cooling, might I suggest
Asetek's Waterchill ($650 USD)
Inanely cold cooling for insane applications, just make sure you get the correct voltage model :P -- just check that it supports the Socket940 (most support the Socket 754 and should support the Socket940 but check!)
http://www.vapochill.com/default.asp?showPage=startside.asp¶m=sideid&myvalue=14&contentSection=2&menuID=-1
CASE
Asetek's Vapochill XE ($560 USD)
Take an air conditioner, miniturize it and shove it in a case. This is what you get. The case is dissapointingly bland and has little room for cutting more holes for fans but its more than sufficient to cool your case to an artic level -- the reason I would want to cut fans is to help cool the room ;-)
http://www.vapochill.com/default.asp?showPage=startside.asp¶m=sideid&myvalue=14&contentSection=2&menuID=-1
DISPLAY
Samsung Syncmaster 213T ($1200 USD)
For people who seem to like LCD sceens, this is one of the better ones with a decent native resolution of 1600x1200
Viewsonic P220F2 ($430 USD)
A respectable dp of 0.24 and a nice resolution/ref combo of 2048x1536@79 this is the monitor of choice if you want proper color balancing and such.

One extra clock cycle doesnt really mean that much when everything is running at 2Ghz+ unless one is concerned with real-time analysis type of applications -- 'sides its always nice to be able to turn your desktop to a proper server overnight :)

dont mean to be a killjoy but spending that much is mad
cause whatever you get will be out of date in a month
id go for around £2000 use scan and dabs and you can still have a s*#t hot pc with money to save for the upgrades in the future.
i mean look at my spec its far form top stuff but only cost me £500 all in from various places and there nothing it can't do for what ineed it for so save your cash.

$2500USD should be more than sufficient to get a rocking computer -- anything in that ballpark is more and sufficient -- heck with a 7K USD budget i can make myself at least a 4-computer LAN!!

Actually I Have a better Idea! Praetor you know i have and xp2000+ at the momentwell i like thatcase (zorro) I have a good pioneer dvd burner and a good liteon combo drive. I have a descent run of the mill 17 inch monitor a Hitachi Deskstar7K250 80 GB 256 DDR SDRam 3200 a Asrock K7VM4 so why not just upgrade that? The parts i dont need eg my processor and what ever else you think and build a 2nd pc? so amd 64 is out the picture and am leaning towards the 2500+ barton?

I would have suggested that a long time ago :P All you need to upgrade really are
- Mobo, jump up to the ASUS A7N8X or some other nForce2 mobo by ASUS or Abit
- Video Card ... you have the budget so you might as well indulge yourself once
- CPU, you might want to go for the XP3200 since it is a genuiun 400Mhz bus but you can always OC that if you want
- RAM, get yourself some good dual channel ram, a 1GB should be sufficient
- Sound, get an actual soudncard if youd like
- Keep everything else :)
