I couldn't find help at newbies so please advice me!
I have a very good vob file, with excelent picture and audio (not dolby), so I would like to get exactly the same mp2 file without unnecessary encoding, just extracting original mp2 (with the same frame size bitrate ect...) from vob. Of course it should be a perfectly valid file.mpg!!! Is it possible and how??

If the VOB only contains the video and audio streams you want, you can just change the extension from .VOB to .MPG and it should play fine in any MPEG-2 capable media player. While VOBs do have additional information not found in normal MPEGs, a media player will just ignore it. If there's other audio or video (that you don't want) additional steps will be required to remove it.

I know how to play vobs and mpgs.
Does your answer means that there is no software that will simply cleanup those unnecessary additional informations that file.VOB contains in comparison to standard format file.mpg

You could do it if you demuxed the VOB and then remuxed. DVD Decrypter can demux for you. I did some quick checking for a program to mux them back together and I think this may do it for you:
