The Description on ConsoleSource.com about the Flip Top Cover is this

The Flip-Top PS2 Covers allow you to play PS2 CDR & DVD-R back-ups with the Swap Magic PS2 Boot Discs. This is performed by swapping the store-bought (original) Swap Magic Disc with your PS2 CDR & DVD-R back-ups by lifting the Flip-Top lid. This combination package includes the PS2 Flip Top Cover (v9-v10) and a set of Swap Magic discs v3.2.

Well did you see that it says CDR & DVD-R back-ups, so does that mean it can't play imports or did they accidently lefted it out.

you can't play orginal imports but you could make a backup and convert it to the right region.
