From what I know, ebay is very reliable for the most part but of course there is a chance of getting ripped. When buying from ebay you should try to buy from people who have alot of feed back. These are the power players that have been doing it for a while and make their living on ebay. Their feed back is their bread and butter and they know it. So you should be safe buying from these people.
