Is it possible to browse the web on the Gamecube? I know somebody said that it is possible if you make a PHP script for PSO.

Nintendo did not design the Gamecube to be able to browse the web. Perhaps somebody will make a home-grown tool to allow you to be able to browse the web, however, as of now, no such tool exists.
