putting more than one DVD on one DVD

I have many short DVD's, that I would like to put on 1 DVD alnong with new footage. I have Primo DVD, and Ulead DVD Workshop.

I want to author the new compilation DVD with menu items pointing to what used to be the old DVD's. Some of my DVD's are stereo and some are Dolby 5.1.

Is there a way to do this? I'm new to the DVD setup process. I've created DVD's with Workshop, but that's it. I realize that the DVD takes the MPEG and audio files and combines them into a VOB file. Can I author with this VOB file or do I have to get the MPEG and Audio files from the VOB.

I realize this is a big question, but if anyone can guide me in the right direction it would be very helpful.
