Question on CD/DVD Loader, and Pro Breaker

Alright im starting to get really confused lol. CD/DVD loaders are used for high TOC (I think TOC means high MB games) and i've also heard that Pro Breaker was used for that. So whats what? Do i have to shell out more money to buy a Pro Breaker play DVD-RIPS and high TOC games? Im not sure..

ok i will try to explain, cd/dvdloader's main use is to get round double check games and allow swapmagic cd/dvd to boot games it could not on its own, now breaker pro is actualy a ps1 boot disc but it has the toc of a 99 min cd so can be used as a toc disc with swap magic cd v3/3.2 using its toc refresh feature allowing it to boot dvd rips which exceed the toc of the swap magic cd alone
