Does the power light show at all.
You could have bad power supply. Could also be Power/Reset button and/or ribbon cable.
Could be blown fuse.

I'm having the same problems with a V7 that has a Magic 3 chip installed. Powers on, red light turns to blue, tray opens and closes, but no video or audio output. Seems my brother connected it to one of those universal cables along with a Wii, and when he turned on the PS2, the Wii came on! Luckily the Wii still works, but not the PS2. I checked all fuses onboard, and the Magic 3 shows no sign of damage. After turning on this unit, and after about 10 seconds, the black screen kind of flashes for a millisecond, then goes back to black. I also tried one of my PS2's on his TV and it works fine, so his TV and cable(not connected to any other console now) works fine.
Any ideas what could have been damaged?

Did you try the V7 on his tv and a different cable? I see you said you tried one of your PS2, so not sure if you meant the V7.

We used the same cables and TV for both the bad V7 and my working V9-50k.

Ok, you can buy V7 motherboard at ps2parts
I am not sure where else. Just google it maybe.
