How to test a PS2 Version 4 PSU

Hi guys, I've been checking the boards and haven't found exactly what I'm after. A friend has asked me to take a look at his PS2 which wont turn on. I bought the ultimate repair guide online, and have been following the instructions however the diagram for the voltages on the PSU components is only partially useful since it's the wrong version PS2.

I'm also something of a beginner. I've bought a DMM and am trying to figure this out but could use some help.

The fuse next to the power connector is good, and the four pin connector also isn't faulty. Not sure quite where to head from here though.

I'm learning as I go, if someone could give me a bit of help or point me to a guide which can help diagnose the problem that would be amazing.

Incidentally, I've also noticed the reset/eject ribbon is looking a bit beat up, is there anyway I can test the ribbon to see if the problem lies there?
