need help editing DVD covers (spine width) for slim cases

I am wanting to find an easy and cheap (free is best) way to modify my covers. I prefer to pu my backups in slim cases to try and save space. I would like to resize the spine so that it fits better. Anyone have a cheap and easy solution? I have searched, and have found that people use photoshop to make custom covers. I don't have Photoshop. Is that the way to go?
