Need Opinion-What is the best Video Editing Software?

I would like to know what video editing program is the best-opinion wise. I've found some simple editing software, but I want to know where to find some programs that really lets you do a lot with videos. Thanks to anyone who is willing to help!

What exactly do you want to do with the video? Just edit and add transitions and enhancements?

I want to beable to do as much as possible. I want a program that can do it all. I mean I don't want a program that will just add a few effects. I need a program that can do a lot for cheap, preferably a program that I can download. Thanks!!

Cheap... not many editors are. VirtualDub will get you started tho, and it's free.
