DVD-R PAL REG 2 to NTSC REG1

have a dvd file image .IMG I burn it and the only dvd player that will play it back is a multi-region Apex...I used decrypter to burn. Now I tried using the burned disc with decrypter to create .iso from disc and checked all the disable region etc.. then re-burned image again. Still my players give me what looks like a region code error.

Thoughts....it is just bugging me. Looking for simple solution.
