i am wondering is there a program out there that can speed up the pace of how to movie is going and slow it down???? like say a guy if running and at 2:38 he is done and regular pace is 2 minutes 38 seconds to see that, could anyone tell me how i could speed that up to say make the movie play it faster only on that section??? like real life it took 2 seconds to see him run 2:38?

ok here example...
like your fast forwarding in a vhs video and if your pausing but the movie is still playing at like 1 frame per sec. , but in what i want, the moive is like that, not you doing it.
this is long, i know, you know, but i showed examples to clerify myself.... could anyone help me with this?
