What Software is best for Fast Video Editing?

Hi, Im fairly new to Video editing and new to the board, so I apologize in advance if this is posted in the wrong area. I'm wondering what software is good for basic video editing? Right now all I'm doing is slicing off the first 10 minutes or so of a video and then saving it again.

And using Nerovision Express, a 39meg file (original size) takes like an hour, hour twenty minutes just to cut the front end of it off. Is there any program that can slice and dice quickly?
