I recently backed up a movie to a dvd-r. I loaded it into my playstation 2 and received the error message, "TV System Doesn't Match". I'm assuming that my NTSC ps2 wont read my backed up dvd because it is perhaps a PAL. However, I was under the assumption that DVD-Shrink automatically makes the dvd files region free. I also used CopyToDVD to burn to the blank media.
I thought that I would be homefree with making this a region free disc since I do not have a region free standalone dvd player.
I believe you've correctly identified your problem, You have a TV which can only play NTSC and you have a PAL DVD.
What you don't understand is it has absolutely nothing to do with your region setting it deals with the type of format in which the DVD was made.
PAL (Phase Alternating Line) TV standard was introduced in the early 1960's in Europe. It has better resolution than in NTSC, having 625 lines/frame, but the framerate is slightly lower, being 25 frames/sec.
NTSC is the Color TV standard developed in the U.S. in 1953 by National Television System Committee. NTSC runs on 525 lines/frame and it's vertical frequency is 60Hz. NTSC's framerate is 29,97 frames/sec.
