PAL to NTSC and vice versa

Is there a way to convert a PAL image to a NTSC image?

I have a backup on my HD but when I burned it to disk it was all scrambled. Then I noticed the original was in PAL format. So is there a way to convert it to NTSC format?

Here's something I've read a while back:

PAL TO NTSC

If you have it available to you, get Nero6 Ultra. In that combination
of programs is Nero Vision Express2. With that you can easily convert
PAL to NTSC. Also you can make a DVD9 to a DVD5 automatically. I've
done it for about 9 dvds so far and only one had me going for a while.
I was redoing Harry Potter 3 and it was the first movie I ever tried
to convert. I recommend getting another program to run as well in
tandem with this. That's DVD Region Free, any version will do. That
way you won't have a problem with the CSS protection stopping you and
when this is running in the background, any DVD you save to will be
Region free....nice program to have generally.

You go into Vision2 and select NeroVision Express. When that program
opens you'll have a menu to chose from. If you chose Make DVD-Video
you can take all of the VOB files and add them to the menu. It will
take a while to analyze them and then copy them to the hard drive.
After that is done you'll have the choice of editing what you don't
want out. In the configuration menu you can change around some of the
settings like bitrate, format, screen format as well as quality. You
can mess with those as you like to learn what happens when you
exchange disk space for quality. When it comes time to save the movie
and convert it a window will pop up and tell you that the majority of
files show to be PAL format would you like to save them as PAL or
continue to convert to NTSC. You pick the appropriate box and it
starts the sequence to recode the files.

Hope this helped you out. Another piece of advice. When you use
NeroVision Express...don't save your work to DVD right away. It took
me a couple tries to get everything just the way I wanted and I burned
through 8 disks while learning by mistakes. If you save to disk you
can make changes rather quickly and repeatedly without wasting your
media.


I recently purchased a dvd off of e-bay which happens to be Region 2 PAL. I have a bit to learn myself.

I have Nero 6, but when I tried Nero express2 (SE) i couldn't do what you described. On the main menu of the Nero express2 i selected "Make CD..." then selected "Other Video Formats" from the pop up menu and then I got an error saying that I have to purchase (!!) an MPEG Encoding/Decoding/Playback Plug-in!!! This is crazy... did you have to do this also ? Any help is appreciated. Thanks!
