I am having this same problem when trying to boot using my gameshark/swap. It locks on the gameshark screen after pressing 'x' once the gta backup has been inserted.

i've burned with dvd decryptor and Nero, no luck still.

I used Nero to backup the game and it works to a certain extent. Every now and then I get an error that says that it can't read the disc, but after moving the joystick around and pushing buttons it comes back on. There's also a certain part in the game that always freezes. I'm thinking that I'll probably use DVD Decrypter to see if the game runs any better.
