NeroVision problems converting to NSTC

I have converted a movie from PAL to NSTC using NeroVision Express, but when I put the movie in my DVD player, it shows the movie scrambled (in a diagonal type fashion if that matters). Since my DVD player will not play PAL at all, it seems that the DVD is indeed in NTSC format, but the image is completely scrambled.

Anyone have any clue what I have done wrong? I am baffled.
