Can a AVI be PAL formatted?

Newbie here.

My dvd burning experience is limited to making my own image files using DVD shrink which works great!

I recently download a movie available only in England in region 2 format. The file is an AVI file and what I want to do is burn it to a DVD so I can watch it on my region 1 DVD player.

I tried once already and it's all black & white and scrambled. So my question is, can this file be a region 2 copy... can it be converted to ntsc and what would be the simplest way to go about doing that?

Any help would be greatly appreciated!
