need advice on simple TV capture/DVD burning

I's like as easy way for my nephew to capture video from cable and burn a DVD so he can watch and save late-night shows before his grades completely tank! I looked at stand-alone DVD recorders but they are pretty expensive. I saw the Leadtek PCI TV/FM Tuner Card, REMOTE, Model "WinFast TV2000 XP Expert" and it looks pretty good but how hard is it to actually use? He doesn't need professional quality - just something simple to use that will make decent quality recordings. Is this the right card? Also, does it record DVDs in real-time or do we need to save on HD them burn?
