I have two files, a movie split into two, in .cue/.bin format. What would be the best program to join these two file together in one seamless movie please

try using Nero, you can only combine them onto VCD...here's a link that explains http://www.doom9.org/index.html?/mpg/nero-burncuebin.htm

I can burn but can't see how to join them in Nero. Am I missing something?

try burning it, and then you can probably find a good VCD to AVI program to rip onto your computer.
