burning video file from HD

Hi therem I am having problems burning some of my files from my HD to DVD. It seems to me that the files are in 23 frames per second and this is causing playback to be choppy. My DVD player is in NTSC, is this frame rate wrong for NTSC? The quality of the picture is good, just not a smooth flow.
I also have some files in PAL format that I would like to convert to NTSC and then burn.....any help would be great.

Output frame rate for:
PAL: 25
NTSC: 23.97 or 29.97
