dvd2svcd failing on mplex

I've been trying to run dvd2svcd to convert an avi file into a dvd. I seem to have all the needed codec I believe, but it fails at the mplex execution.
Here is the log file:
INFO: [???] mplex version 2.0.0 (2.2.3 $Date: 2004/01/13 20:45:26 $)
INFO: [???] File C:\Program Files\DVD2SVCD\Movie\Encoded_Video_TMPGEnc_NTSC.mpv looks like an MPEG Video stream.
**ERROR: [???] File unrecogniseable!
**ERROR: [???] Unrecogniseable file(s)... exiting.


I am using windows XP service pack 2,
with dvd2svcd 1.2.2 build 3.

When I run avcodec on the video file it shows the codecs and says that they are supported.
