is there a program out there that will make my dvd burner burn very slow

Your burner and media have to support the same speed. Most burning programs will let you adjust the speed. For burning PS2 games I use DVD Decrypter

Try to use media with a 4x max as well. Sometimes the 8x max media doesn't allow speeds down to 1x or 2x.
