Animate over avi footage, frame by frame? *HELP!!!*

Does anyone know fo a program that would allow me to "paint" on a single frame of an AVI movie, or other media?

My friends and I are experimenting with short film, and one scene requires some squirting blood. I've been doing animation in Flash, and other similar programs for a long time, so it seems like common sense to use this method to achieve the effect. However, doing it in flash has inherant difficulties, and the only program that I have had any success in thus far has been Jasc's GIF animating program, Animation Shop 3. Too bad that program sucks...

Does anyone have something they can suggest?
