Try reinstalling the driver that came with your burner. That might help it recognize it as a usb 2.0 device. Couldn't hurt.

Since you have USB 2.0 ports, go to your device manager and double clicking on the "Universal Serial Bus controllers" you should see several lines, one should say something like "USB2 Enhanced Host controller." Does it?

I can't see it... I only see NEC to PCI open host controller (2), Standard enhanced PCI to USb host controller, USB Mass Storage, USB Root Hub (3)

Back to basics just in case.

You can't get USB 2.0 if it's not turned on so to speak.

I would get on the website of your laptop maker and look for downloads, support about USB 2.0. Settings in CMOS or the latest drives, etc.

I looked on Toshiba's website quickly but I couldn't find any downloads.

just curious. Isn't that a USB Hub you were referring too rather than a network router?
