alot of videos i download the audio format is mpeg 3 layer is there a software out there that when i burn the video to dvd i can convert audio to dolby digital or no

i downloaded the first one ffmpegg ran it and saved audio output changed from mpeg 3 to AC3 now the only problem is how to i get that audio format to burn with video file to dvd the video file is stored in my download folder when i play it in properties it stll says mpeg 3 now where i saved the converted audio it just plays audio i see no video do i need a special software or i cant do that

DVDLab.
You don't need to remux audio with video, and unfortunately Nero can't handle this.
Tmpgenc DVD Author can do it, but not as comprehensive as DVDLab.
