i flashed my xecuter 2.3b lite plus chip yesterday with Evox M7 bios using the programmer method. When i start my xbox up i still see the same xbox dashboard load up. Should an evox screen load up. Much help needed. Thanks.

You flashed it correct but now you need to install your dashboard, you can use either a exploit (007,MA etc) or make a bootdisk (autoinstaller) like slayers that will allow you to install a new dashboard and/or apps.

open it up with a bit torrent client, and it should start downloading the file.

After i download the file, what else do i burn on the disc with the file and what media should i use?

I would use a cd-rw if you have one because that would be your best chance of the xbox reading it. You need to also get Nero and then follow the tutorial on how to burn it (not sure where or if it came with on but if you need one post and someone or I will find a good tutorial on it) and then just pop that in your xbox and just install what you want.(if your not sure post or go to xbins.org that explains what the programs do)
