Which one is better is entirely up to you.
If you're not even sure on whether or not you want to chip your PS2, then install a fliptop on it and run Swap Magic. It works miracles, and I can tell you from my experience with a fliptop, Swap Magic 3.3, and my Ps2 Slimline.
