What makes certain MPEG-2 files DVD compliant?

Is it the frame rate, NTSC/PAL settings, bit rate, frame size, etc? Are there certain values of these settings that I should be inputting?

I am converting some .wmv videos to MPEG-2 using TMPGEnc but not sure what settings I should be applying to make sure they are DVD compliant.

DVD compliance is a combination of bitrate and resolution. For NTSC discs valid resolutions are 720x480, 704x480, 352x480, and 352x240 for MPEG-2 or 352x240 for MPEG-1. For PAL they're 720x576, 704x576, 352x576, and 352x288 for MPEG-2 or 352x288 for MPEG-1.

Bitrate is a little more complicated. Max video bitrate can't be any higher than 9,800kbps but the total video and audio (all audio streams) bitrate can't be any higher than 10,080kbps.
