external decrypter...maybe he's talking about the food slicer everyone says will allow you to burn PS2 games. Something about using it to split the layers or something...

ah, maybe it's a 'plastic disc' that someone recently posted, as being inside the dvd, acting as a copy protection

I have read through every help topic of DVD Shrink for that information you posted and cannot find anything even similar. There are external DVD burners, hard drives, but not an external DVD Decrypter.
To save space to the hard drive and save time would or should only mean to use a burn-at-once method instead of ripping to the hard drive first. I believe this is what was mentioned and probably somewhere in Nero?s burning software, not DVD Shrink.
If this is what you are asking about I would suggest against using this method as well.

I went to get coffee after writing my post but before I clicked on "Reply" and didn't see your post. But that was a good idea to search for his request and what I pulled from your link is written below:
Using an External Decrypter
This method involves using DVD Decrypter to first rip/copy the DVD movie to your hard-drive, and then using DVD Shrink to shrink the 9.4G DVD so that it will fit onto one 4.7G DVD recordable. While DVD Shrink includes a built-in DVD Decrypter, it does not support all the necessary DVD ripping features, such as Macrovision/RCE ripping. It will also access your DVD-ROM drive during the entire shrinking process, which may reduce the lifetime of your DVD laser (or at least make your DVD-ROM drive pretty hot). Using DVD Shrink's built-in decrypter will mean less hard-disk space is required (since you won't need to copy the entire DVD to your hard-drive first), so if you wish to use DVD Shrink's built-in decrypter, please refer to this method.
