I'm not sure what I'm doing wrong, so any help is greatly appreciated.

I've edited a small video using an avi program, and when I try converting it to DVD compatable media using WinAVI the black frames that I intentionally inserted are changed into freezes of the upcoming frame. (There is music over the entire project, so I can't do chapters) I'm thinking that the converter cannot read the black part and jumps to the next video frame, but is there anything I can do to keep the black frames in?
