Why are my subtitles being cut off when watching on TV?

When I watch my DVD's on TV the subtitles are being partially cut off, I know that I am supposed to push the frame in a little bit, but what program can i use that is free and does that?

Have you checked the menu options on the TV and the DVD player to see if you can change the display of captions there?
