Nero Recode 2.1 vs TMPGEnc MPEG Editor

What I'm trying to do is cut the content of two DVDs that came from VHS tapes into two hours of content to fit on one DVD without any loss of quality.
I already have Nero Recode 2.2 as part of the Nero 6 package, but notice a drop in quality from simple cut and join operations.
The TMPGEnc MPEG Editor says it only re-encodes the necessary parts of the cut and join operation, so the quality in general is maintained.
So fi I want essentially lossless cutting and joining, I need the TMPEG MPEG Editor instead?

After doing some reading here, I see that the Womble MPEG-VCR program is another frame accurate editor, that doesn't do re-encoding.
How does that compare with TMPEGEnc's MPEG Encoder?
(Interesting irony -- having to buy additional programs to avoid a process that Nero Recode does, unless there is some setting to have Nero Recode not re-encode.)

So, if I want to start from scratch, and after reading the advanced threads here, realize that I need to buy:
1. Mediachance's DVD-lab Authoring 1.3
2. TMPGEnc MPEG MPEG Editor (with the AC-3 Plug-in)
For the actual MPEG-2 encoder, I should also get:
3. TMPGEnc 3.0 XPress (for the filters, too)
and not get the the optional MPEG encoder that would go with Mediachance's DVD-lab 1.3?

Then, which program would be what the output of a Canopus ADVC-100 device is fed to?
